Permits, Policy & Power Demand: Sitetracker Recap of CLEANPOWER 2025

Last week, the Sitetracker team joined thousands of industry leaders in Phoenix for American Clean Power’s CLEANPOWER event—one of the most important gatherings shaping the future of renewable energy in the United States. Across solar, wind, and storage, permitting remains one of the biggest hurdles to timely project delivery. Developers shared ongoing frustrations with slow, complex, and inconsistent processes that often push timelines well beyond projections.

Policy uncertainty is reshaping investment strategies.

Shifting regulations and incentives at both the federal and state levels are causing some capital partners and offtakers to proceed with a bit more caution, requiring developers to stay agile and strategic.

Yet demand shows no signs of slowing.

Despite policy-driven headwinds, developers report no shortage of eager offtakers. Why? Demand, demand, demand. The rise of power-hungry data centers—especially those tied to AI—and broader electrification trends are driving an unprecedented appetite for clean, reliable energy.

All of the above is the path forward.

Bipartisan support is fueling growth in less traditional segments like geothermal and even nuclear. While we were at the show, Tennessee Valley Authority (TVA) made headlines by submitting the country’s first permit application for a small modular nuclear reactor—providing a continued signal that an “all of the above” strategy is necessary to hit demand projections.
